As of 1 March 2003, the Ministry of Economics performs general monitoring and coordination of construction in the country. The Ministry is in charge of developing a single State policy in the field of construction and ensure the implementation of such policy. The Ministry's competence in the field of construction is laid down in the Construction Law and it includes drawing up the strategy and programme of construction development, preparing proposals for the improvement of the system of regulatory enactments governing construction, drawing up draft regulatory enactments governing construction, examining complaints regarding the actions of local government institutions and officials of these institutions, as well as maintaining the Register of Construction Merchants, granting the rights of construction control, and other duties laid down in regulatory enactments.
