One of the most important tools in achieving strategic goals of the State in the field of construction is an orderly system of regulatory enactments harmonised with EU directives. The legal framework of construction currently consists of regulatory enactments adopted in different periods of time.

The Construction Law is the legal basis of construction sector in the Republic of Latvia. It determines mutual relationships between the participants of a construction process, their rights and duties in the construction process and responsibility for the conformity of the building created as a result of construction to its assignment, economic profitability, planned service life and relevant regulatory enactments, as well as the competence of State administration and local government institutions in the relevant field of construction.

The procedural order of construction is governed by Cabinet Regulation No. 500 of 19 August 2014 “General Construction Regulations”.
