The study Doing Business (hereinafter - DB) performed by the World Bank, as well as the Study of Administrative Procedure Impact Upon Business Environment are the most popular measures for evaluating business environment, with the aid of which the opinion of entrepreneurs about the factors preventing their activity is clarified. Based on results of DB performance, Ministry of Economics is creating the Action Plan to Improve the Business Environment, where concrete actions are defined with their time framework and goals.
The latest DB (2015) survey, which reference period is June 2, 2013 to June 1, 2014, ranked Latvia at 23th position among the 189 countries and at 9th place among the European Union Member States, after Denmark, the United Kingdom, Finland, Sweden, Ireland, Austria, Germany and Estonia.
In 2015, the improvement of Latvia’s position in the DB rating has been achieved due to the reforms implemented in the following areas:

The objective of the Action Plan to Improve the Business Environment for 2014-2015 is “simple and qualitative procedures: more e-services” and it includes 49 actions in 10 DB areas.
