To simplify and ease requirements for small-scale construction projects, the Ministry of Economics has developed amendments to the Building Regulations. These amendments were adopted by the government on Tuesday, July 22.

The amendments were prepared in accordance with the tasks outlined in the Cabinet of Ministers' information report “On Priority Measures for Reducing Bureaucracy in 2025”, approved at the Cabinet meeting on April 22, 2025, specifically concerning the construction sector.

"We are reducing bureaucracy and saving people time and resources, while maintaining a responsible approach to building safety and the preservation of cultural and historical values. This is especially important in rural areas, where these simplifications will encourage activity and development,” said Minister of Economics Viktors Valainis.

Once the amendments enter into force, no construction documentation will be required for new construction or placement of small buildings (up to 25 m²) in villages and rural territories (excluding areas of state-protected cultural monuments), or for such small buildings in urban areas on land plots where the construction of one- or two-family residential houses is permitted (also excluding protected cultural heritage zones).

In addition, by simply submitting a construction notification (without requiring a decision from the building authority), it will be possible to carry out:

  • the new construction or placement of a first-group residential building, auxiliary building, or non-residential agricultural building (except in state-protected cultural monument areas);

  • the renovation or reconstruction of a second-group one- or two-family residential building, provided the building volume or usage is not changed (again excluding cultural monument zones).

In state-protected cultural heritage zones, it will be possible to carry out:

  • the new construction or placement of a first-group residential, auxiliary, or agricultural non-residential building;

  • the new construction or placement of a second-group single-family residential building with a total floor area not exceeding 200 m²,
    using an explanatory note instead of applying for a building permit.

These amendments will significantly accelerate the implementation of small-scale construction projects, reduce bureaucracy, and minimize the volume of documentation that was previously required.
