In June 2025, Poland, together with Latvia, Lithuania, and Estonia, submitted an Expression of Interest to the European Commission for the establishment of the Baltic AI Gigafactory – an ambitious initiative aimed at significantly strengthening the development of artificial intelligence in the region. This project offers Latvian companies a unique opportunity to become part of a European-level innovation infrastructure, develop new products and services, and ensure competitiveness in the future digital economy.
The goal of the Baltic AI Gigafactory is to accelerate the development of artificial intelligence (AI) in the region. The plan includes establishing an advanced high-performance computing center in Poland, as well as promoting the adoption of AI technologies among businesses, citizens, and national and local governments throughout the region, thereby building a strong ecosystem.
We invite Latvia’s private sector, industry organizations, and associations to inform businesses about this initiative and to join the AI Gigafactory. Your participation is essential to strengthen the Baltic region's position in AI development and to foster the creation of innovative solutions in Latvia.
To become a partner and receive additional information, we invite you to fill out the interest application form developed by the leading consortium partner in Poland by August 10:

The creation of the AI Gigafactory will provide world-class computing infrastructure for researchers, entrepreneurs, industry, and citizens across the region. The Gigafactory will closely cooperate with national AI centers in Riga, Tallinn, Vilnius, Krakow, Poznań, Gdańsk, Wrocław, and Warsaw, forming a connected and scalable innovation ecosystem. The proposal remains open to new partners.
Thanks to accessible infrastructure, users will be able to strengthen European industry, develop innovative AI solutions, and ensure the competitiveness and sovereignty of regional countries in the field of artificial intelligence. The Baltic AI Gigafactory is intended to support the development, training, and deployment of very large AI models and applications on an unprecedented scale. It will be tailored to both AI model training and inference needs.
According to the proposal, the Gigafactory would be located in Poland, in up to two sites, ensuring high performance, sustainable development, and low latency. Several locations are currently being considered. All must offer adequate throughput capacity, access to 100% green energy, and appropriate power supply and cooling systems. The Baltic AI Gigafactory would be implemented in stages to allow for the adaptation of supporting infrastructure and long-term sustainable technological efficiency.
The proposed project budget is approximately EUR 3 billion. The majority of this amount will be allocated to capital investments needed for the construction and initial operation of the AI Gigafactory. The proposal is primarily oriented toward business investment projects – indicatively, the majority of total investment costs will be covered by private capital. Investments will be based on equity contributions from project partners, as well as venture capital funds and other financial investors. The project will be fully sustainable and commercially viable. The projected revenues should cover operational costs, ensure positive cash flow, and provide high returns on investment for private partners and investors.
In the current project initiation phase, the consortium is composed of numerous private partners, including cloud service providers, leading AI companies, research institutions, and industry associations that have expressed interest. The consortium will be expanded and consolidated to better reflect market needs and the planned scale of activities.
