From March 5 to 7 this year, training took place at the Ministry of Economics for representatives of market surveillance authorities on data-driven and risk-based market surveillance. The training was organized within the framework of the European Commission’s structural reform project “Building a more effective and efficient market surveillance and intellectual property system for Latvia.”

The main objective of the training was to strengthen the capacity of Latvia’s market surveillance authorities by providing a modern, data-driven, and risk-managed approach to carrying out market surveillance tasks. Participants learned internationally recognized best practices that will help make the market surveillance system in Latvia more effective and targeted.

The training was organized with the goal to:

  • Promote a unified understanding of risk among market surveillance experts and improve risk assessment skills;

  • Provide knowledge on data-driven enforcement strategies and risk management models;

  • Develop standard operating procedures (SOPs) for effective market surveillance;

  • Strengthen competencies in promoting compliance;

  • Introduce best practices related to consumer engagement and awareness, as well as promoting compliance.

The training program included both theoretical and practical sessions on the latest market surveillance trends, data analysis and risk assessment methods, strategic approaches to surveillance, compliance promotion strategies, and the development of market inspection and surveillance plans.

The training was led by experts from the Organisation for Economic Co-operation and Development (OECD) and international specialists, who shared their knowledge and experience and moderated discussions and practical exercises.

A total of 32 representatives from leading market surveillance authorities, such as the Consumer Rights Protection Centre, the Health Inspectorate, the State Revenue Service, and the Food and Veterinary Service, participated in the training.

It is expected that the knowledge and skills gained will be successfully applied in daily work to strengthen the effectiveness of Latvia’s market surveillance system and develop a data-driven approach to decision-making in surveillance.
