A merchant may receive a permit to increase electricity generation capacity or to introduce new generation plants with a capacity exceeding 11,1 kW, as well as to extend the period of validity of the issued permit or to cancel it.
The permission of the Ministry of Economy is not required if the electricity distribution system is intended to connect an electricity generation plant with a capacity of up to 11.1 kW.
If the planned power capacity to be installed is below 11,1 kW, the electricity producer shall refer to the distribution system operator AS “Sadales tīkli” (address: Šmerļa Str. 1, Riga, LV-1160, Tel. +371 67726000, e-mail: st@sadalestikls.lv) for the installation of a new system connection or for increasing the capacity of the existing system.

Process description

  1. Service requests
    1.1. If it is necessary to obtain a permit for the introduction of new electricity generation plants or for capacity increase with a total capacity of 0,0112 MW to 0,99 MW, the merchant or the person authorized by it must submit a submission to the Ministry of Economics (Annex 1 to 02.09.2020. Cabinet of Ministers regulation No 559).

    1.2. If it is necessary to obtain authorization for the introduction of new electricity generation plants or for capacity building with a total capacity of 1 MW, the merchant or his authorized person must lodge a security (Annex 2 to 02.09.2020. Cabinet of Ministers regulation No 559), as well as a submission to the Ministry of Economy (Annex 1 to 02.09.2020. Cabinet of Ministers regulation No 559) and the following documents:

    • technical description (Annex 3 to 02.09.2020. Cabinet of Ministers regulation No 559);
    • a plan for the deployment of the planned power plant in real estate at a scale of 1:50 0;
    • a copy of the document certifying the right of possession regarding immovable property in which it is planned to introduce a new electricity generation plant or to increase the existing electricity generation capacity, if the relevant real estate is not owned by the applicant or the rights of his or her possession has not been entered in the Land Register.

    If an environmental impact assessment is required for a planned power plant in accordance with regulatory enactments, the application shall be accompanied by:
    • technical regulations;
    • acceptance decision after carrying out an environmental impact assessment.

    Important!

    If the planned capacity of the power plant is 4 MW or more, the amount of the security shall be EUR 356 plus EUR 50 for each MW exceeding 3,99 MW. For example, for a power plant with a planned capacity of 10 MW, the amount of the security will be EUR 356 + (EUR 7 x 50) = EUR 356 + EUR 350 = EUR 706 (see information on the amount of the security).

  2. Receiving the service and fulfilling the requirements
    The Ministry of Economics shall examine the submission of the merchant or the authorised person thereof, in performing the relevant activity depending on the request - issue a permit, extend the term of validity of the permit or cancel it, while informing the submitter thereof.


    Important!

    If the total power generation plant capacity specified in the decision is 1 MW or more, the submitter shall, within 6 months of the date of coming into force of the referred to decision, initiate the introduction of the electricity generation plant specified in the decision or an increase in the existing electricity generation capacity and shall inform the Ministry thereof in writing by submitting a statement (02.09.2020. BOM not. Annex 4 to No 559).

    If the submitter does not fulfill the referred to obligation or the Ministry of Economics determines in the examination that the introduction of the electricity generation plant or the increase of electricity generation capacity has not been commenced or does not comply with the conditions of the permit, the Ministry of Economics shall take a decision regarding the cancellation of the permit within 30 days of the referred to time period and inform the system operator of which the electricity plant was planned to be connected to the system.


    Therefore, it is mandatory for a merchant to inform the Ministry of Economics of:

    • the commencement of the construction or capacity increase of the electricity generation plant. A merchant (the recipient of a permit) shall, within 6 months after receipt (extension) of the permit, commence the construction of the electricity generation plant specified in the decision or an increase in the capacity of an existing electricity generation plant with a total capacity of 1 MW and shall inform the Ministry thereof in writing, submitting a statement (Annex 4 to 02.09.2020. Cabinet of Ministers regulation No 559);
    • connection of electricity generation equipment to the electricity system. A merchant (the recipient of a permit) shall inform the Ministry in writing within 30 days after the implementation of the activities permitted in the decision, submitting a statement regarding the connection of a new electricity generation plant to the electricity system or an increase in electricity generation capacity (Annex 5 to 02.09.2020. Cabinet of Ministers regulation No 559) and a copy of the permit issued by the system operator regarding the connection of the power plant to the system or the increase of electricity generation capacity.
