Continuing the investigation into the technical condition of multi-apartment residential buildings constructed during the Soviet era, the Ministry of Economics, in collaboration with experienced construction specialists, has conducted an in-depth technical condition study of the structures of the 316 and 318 series multi-apartment residential buildings, assessing their compliance with mechanical strength and stability requirements. As before, standard solutions for restoring the mechanical strength and stability of building structures are also offered where necessary.

Within the framework of the study, a technical inspection was conducted on 20 series multi-apartment residential buildings to verify their technical condition by evaluating their mechanical strength and stability, as well as possible unifying building defects that could affect their safety. The study was conducted on buildings in Riga, Jelgava, Ventspils, and Rēzekne, which were commissioned between 1963 and 1973.

However, individual damages have been identified in the buildings that should be addressed by the owners, but these do not affect the safety of the structures. It was found that the technical condition of the load-bearing structures of these buildings is often negatively affected by the technical condition and solutions of the roofing material and rainwater drainage systems. Similarly, other individual damages or engineering network emergencies were discovered in each building examined within the study. Assessing the technical condition of the buildings' balconies, damages were found that do not affect the safety of the structures, as well as balconies that are in a pre-accident condition.

As the most critical suggestions for improving the technical condition of these series of buildings to ensure their proper and sustainable future use, researchers have indicated:

  • For 316 and 318 series buildings with attics, it is necessary to reinforce damaged masonry columns and walls supporting the roof structures;
  • Replacement of the worn Onduline roofing material in buildings where this type of roofing has been installed;
  • Repair and improvement of rainwater drainage solutions;
  • Balcony repairs, reinforcement, replacement, or dismantling.

To reduce costs for residents in carrying out these works, standard solutions have been developed that envisage the reinforcement of masonry columns and walls supporting the roof structures, taking into account that, according to the study results, certain buildings with attics have been found to have conditions that could affect the safety of the structure in the future.
