The aim of the activity is to provide broader informative base about Latvia's labor market processes and main future challenges, which are related to population ageing, skill demand structural changes and workforce coinciding and ability to adapt labor market requirements. 

 

Within the activity three researches are made:

  • strategucally most demanded skills in future Latvia. The aim of the research is to provide the designers of the economic and labour market policy with a vision about the long-term development alternatives for the economy of Latvia and the resulting trends in the demand for skills and competences recognizing the recent trends in the economic development, global processes and comparative advantages of Latvia in the global market. Novelties and practical gains of the research are alternative development scenarios of Latvia economy were created as well as the possible structure of the economic sectors and the dynamics of their proportions by using the cluster analysis approach; the factors influencing the changes in the demand for skills and occupations were identified as well as the development directions in Latvia and European countries; the long-term trends in the demand for skills in Latvia were forecasted with the consideration of the perspectives of the alternative development scenarios;
  • the impact of population ageing on future skills supply in Latvia. Goal of the research is to evaluate impact of ageing of population on the future skills supply in Latvia until 2030 and to identify major labour market risks arising thereof. The main results are labour skills supply and factors having impact thereon have been described, assessing the impact of ageing on the skills supply; assessment of factors having impact on the economic activity of population identifying the main factors having impact on economic activity of population in Latvia in the last 10 years; the most significant trends of demographic changes have been summarized and factors having impact on the demographic changes in Latvia in the last 20 years have been identified; 
  • occupational labour mobility. The goal of the research is to assess the intensity of the occupational mobility of labour within various occupational groups and among them, taking into account the specifics of the Latvian education system and structural changes in the labour market. Main results are features of occupational mobility have been detected in various occupational groups with different qualification degree, identifying high and low incoming and outgoing mobility (mobile and non-mobile occupational groups); upon assessing methodology of occupational mobility in Latvia and foreign countries, mutual similarities of occupational groups were analysed, and the degree of relationship has been detected, as reflected in occupation ”Similarity matrix”; in light of the features of the Latvian labour market and education system, options have been assessed to calculate the time and costs of occupational mobility of labour among various occupational groups;
